As of September 12, 2023, the operating assets of the Starlight Water Company (SWC) have been
acquired by the Blue Ridge Domestic Water Improvement District.

With this change, members of the District and the District Governing Board are now able to control
our own water future.

The Board greatly appreciates the cooperation of the SWC owners, Jim and Barbara Studnek, who
initiated the process to form the District. Your District Governing Board appreciates the property
owners’ foresight, effort, time, support, and financial contributions over the last five years that were
necessary to get the water utility under local control.

This flyer explains information related to the transition of ownership, emergency phone
numbers, customer service contacts, where to send payments, etc. To make this transition as
smooth as possible, we will be using the same account numbers, phone numbers, addresses, and
electronic payment procedure so no action on your part is required. A Rate and Fee Schedule, as
adopted at a public hearing in September 2021 (first increase in rates in 18 years), can be found here.

The mission of the District is to assure safe and adequate drinking water at the lowest possible costs
to our communities of Starlight Pines, Tamarron, Pine Canyon, Starlight Ranchettes, Timber Ridge,
and Blue Ridge Estates.
