What is a water improvement district?
A domestic water improvement district is similar to a small, non-profit business. It owns assets but operates to make only enough money to pay for maintenance and improvements as needed. As a non-profit, it also has access to Federal and State grants and loans to make system improvements at very low rates of interest.
Important Facts
The current owners of Starlight Water Company no longer live in Arizona and will be selling the company. If the residents of the service area do not form a domestic water improvement district, the company will be sold to another private water company.

If we do not form a domestic water improvement district, we will not be able to maintain local control of our water. The private company would dictate our rates and if and when our water was sold.
